Connecticut regulators denied the initial CON application in 2022, and then denied the appeal a few months later. Something like this actually happened to Danbury Proton, which tried to open a state-of-the-art facility to serve cancer patients in the tri-state area. And LA Fitness could block independent gyms. The Home Depot could block family hardware stores. If McDonald's had the same authority, local franchisees could block mom-and-pop burger joints from opening nearby. Established providers feel some of the pain, but they accept it in exchange for the hardship on smaller players, who often lack the resources and political pull necessary to clear the hurdles.Ĭonnecticut rigs the system in favor of established providers even more by allowing them to object to rival CON applications, giving special interest groups something like veto power. They want less competition, so they push for higher barriers to market entry.
